​Tories announce crackdown on rogue landlords and boost for tenants

Mr Javid revealed new measures to make all landlords join an ombudsman redress scheme, which would allow tenants to challenge rip-off fees and substandard treatment.

The Government also says it will bring in new laws forcing all letting agents to be registered, ending the current system which lets people operate without qualifications or professional oversight.

New incentives will be announced in the upcoming Budget to ensure landlords offer tenancies of at least 12 months, to provide greater security for tenants, Mr Javid said.

Mr Javid, addressing the Conservative Party conference on Sunday, said: "For too long, tenants have felt unable to resolve the issues they've faced, be it insecure tenure, unfair letting agents' fees or poor treatment by their landlord with little to no means of redress. We're going to change that.

"We will insist that all landlords are part of a redress scheme and we will regulate letting agents who want to operate.

"Everyone has a right to feel safe and secure in their own homes and we will make sure they do."

Alex Huntley, Head of Operations at Simple Landlords Insurance, said: “It’s great to see the government pledge to deal with neglectful or criminal landlords. We know that they’re in the minority, but the fact they’re part of our sector brings down the whole market. 

“We do need, however, to make sure that any measures put in place don’t penalise all landlords. I’d like to see the government work with landlords and lettings experts to bring in new and fair regulations which work to protect both good tenants and good landlords at the same time.”
